Depends, if you have a Genuine Windows 2000, Windows XP upgrade disk or a Full version of either you can easily do it with some basic instruction. If you have neither of these, then a PC Shop may not be a bad idea. Although you can buy these disks yourself from any PC store, walmart, target, best buy, etc..and install them yourself and it may save you some money. I little knowledge of backing up data is going to be needed and also some knowledge in configuring BIOS and computer settings.

You can do it yourself... buy the software for XP, put the CD in your computer restart your computer, and follow the onscreen directions... if you have any problems, call Microsoft, their phone number should be in the documentation that came with XP.

Yes you can do it. Upgrading is usally easy just put in the cd and it will ask you if you want to upgrade. Getting anything but Vista may be difficult as microsoft is not sell them anymore but if you have the CD, using answers is harder than upgrading windows.
You should be able to upgrade to 2000 with no problem, but XP will. You might be able to but your computer will run slow you will have to upgrade you computer like video card memory an so on
