Do it in SAFE MODE.

Place the setup CD in the drive and reboot.

Set the boot order in the BIOS to "CD first - Hard drive Second".

Reboot again and just follow the prompts.
You probably have something open that is not visible to the desktop. Try opening your taskmanager and see what is running from there.
