I have admin powers on this machine. I need to see if this employee is surfing the net wile on the clock. I noticed there is an option on the machine that will allow you to allow someone to watch. I cant get it to work. Does anyone know how to get it to work?

There is no built-in admin spy system in windows 2000. You will need to get some software to do this, preferably so you can watch from another machine. There might be a "remote desktop" feature but I don't think it has a stealth mode -- the employee might know he's being watched.
That being said, why not just check his productivity and terminate him if he's not meeting his goals? Could be you should promote him because he's more efficient and gets his work done sooner instead of spending three hours to process one form, and needs some greater level of responsibility.

setup remote desktop or better still download real vnc, it is easier to use accross the network for viewing system on the same network.
Instead of trying to catch them, bring them in and reinforce your feelings about surfing the net. You may find out they didn't realize it was a no-no. I saw somewhere this week that over 40% of people polled said they surf sites like Monster for new jobs while at work. Yikes.
You can check their cookies and the times they were downloaded. Also, If there is a policy about surfing the web during business hours, email it to everyone as a reminder.
use vnc to watch, they will be able to tell if your their are being watched, let them know you are watching, view there internet history. http://www.realvnc.com/
I also reccomend VNC, its a great little program and I use it all the time here at work.
